Local authority SEND allocations announced

Children and Families Minister, Nadhim Zahawi, has written to local authorities to give information about the transfer of funding for two Section 31 grants relating to special educational needs and disabilities (SEND).  This includes the Preparation for Employment Grant 2018.  The letter has been sent to all local authority Chief Executives, Directors of Children’s Services, Lead Members for Children and Chief Finance Officers in all local authorities.  The attachment includes details of the individual grant allocations for each local authority. The funding, which is not ring-fenced, was announced in November 2017 but details of the allocation were delayed by ministerial changes.
The Preparation for Employment Grant totals £9.7m, and is intended for supported internships and other preparation for employment activity for young people with SEND – a key aspect of the SEND reforms.  The Department’s expectation is that local authorities will use the funding provided to: 

  • set up local supported internship forums.  We anticipate that a local forum will bring together education providers, local authorities, employers and other key figures to identify local opportunities and overcome local barriers to create a supported internship programme; and
  • provide job coach training to increase the pool of expert job coaches available to support young people with SEND on work placements.

  • a range of workshops for schools and colleges
  • consultancy support to help to establish and develop supported internship programmes

Preparing for Adulthood (PfA) has published a document which provides more information about setting up a local supported internship forum and the benefits of doing so for young people with SEND.  It includes a case study of an existing forum in Leeds, and also provides information about job coach training, together with a list of useful contacts. PfA has also produced a guide which is primarily aimed at young people and their families and provides information about different routes to employment for young people with SEND in an accessible way.
