The Department for Education has issued revised guidance about study programmes. This guide sets out the government’s policy on 16 to 19 study programmes. It covers academic, technical and vocational study programmes, including traineeships and supported internships.

It applies to all providers of 16 to 19 education in England, including:

  • further education (FE) colleges
  • sixth-form colleges
  • work-based learning providers
  • training providers

In August 2012, the Ofsted survey ‘Progression post-16 for learners with learning difficulties and/or disabilities’ found that transition arrangements for these learners to post-16 education and into adulthood were not fully effective. Schools, local authorities and other agencies did not work together sufficiently well to ensure that learners were adequately prepared for transition between school and post-16 provision. 

Three years on, this survey sought to evaluate how well further education and skills provision meets the needs and interests of young people aged between 16 and 25 with high levels of need. It also assessed the extent to which the early implementation of the Children and Families Act 2014 has enabled the sector to help these young people to succeed in education and prepare them for adult life.

Ofsted has published a report looking at the early implementation of 16 to 19yrs study programmes. The purpose of the survey was to evaluate how effectively further education and skills providers and schools and academies with sixth forms have implemented the 16 to 19 study programmes introduced in August 2013 and made the best use of the changed funding arrangements for 16–19-year-olds. The fieldwork for this survey was carried out between September 2013 to April 2014.
