A fundamental review of disability assistance in Scotland must be initiated by the Scottish Government during the next parliament, according to a coalition of organisations campaigning for a long-term improvements to social security for disabled people.

Following the devolution of powers over disability and ill-health benefits to the Scottish Government, the Scottish Campaign on Rights to Social Security, has launched its long-term vision for disability assistance in Scotland.

The 2010 Government embarked on a major programme of welfare reforms, some of which will not be implemented fully for a number of years. Major elements include the introduction of Universal Credit, which is replacing means-tested benefits and tax credits for working age families, and Personal Independence Payment (PIP), which is replacing Disability Living Allowance for people of working age.

Public Health England has published a briefing for local enterprise partnerships on health and work, worklessness and economic growth.

The briefing is for decision-makers in local enterprise partnerships (LEP) who are developing local economic strategies. It summarises the potential contribution of health with employment and economic growth, and proposes effective ways to tackle these issues. It focuses on people: in employment with health conditions; at risk of falling out of work and onto welfare benefits; or with health conditions not in employment who are receiving benefits.

Scope has published a new report on the economic impact of rising disability employment rates. Landman Economics have modelled the economic impact of a five or 10 percentage point increase in the disability employment rate by 2030. This report explored their findings, and points to some of the actions which could enable such an increase. Landman Economics found three key economic findings around increasing the employment rate of disabled people. Increase in Gross Domestic Product (GDP)

Disability Rights UK has published a summary of the Closing the Skills Gap reports. The report highlights their findings on the skills young disabled people need to get into employment; and on skills for people who acquire impairments or conditions during working life. The Local Government Association has published Realising Talent: a new framework for devolved employment and skills. It is the final report in a collaborative series with the Centre for Economic and Social Inclusion. It recommends options for the devolution of employment and skills, which LGA believes can be practicably implemented by a new or returning Government.

This review, from Professor Dan Finn, examines the devolution of welfare-to-work policies in Britain, Canada, the USA, the Netherlands and Germany, and analyses proposals for further devolution in England. It finds that:: * Devolution of the Work Programme (WP) and other employment and skills services needs tailoring to local governance capacity and should be an explicit aim of City and Growth Deals. * More devolution of the working relationship between Jobcentres and local government is needed.

The disability and health employment strategy: the discussion so far

The Government has published a discussion paper on the Disability and Health Employment Strategy. The paper sets out a range of proposals to further improve employment support. It will be followed in 2014 by publication of the government’s delivery plan. The proposals focus on: • supporting employers to recruit, retain and develop disabled people and people with health conditions; • enabling more young disabled people and people with health conditions to make a successful transition from education to employment;
