Supported Internships AtW funding confirmed for 2020-21

DWP Ministers have agreed to continue Access to Work funding for employability activities delivered through Supported Internships through the 2020/21 academic year. This means that supported interns can continue to receive funded job coaching support for employment-related activities through Access to Work until the end of August 2021.

Update on Supported Internships and Access to Work

We've had communication from the Department for Work and Pensions about the use of Access to Work within Supported Internships. Education providers have been able to claim Access to Work funding for job coaches supporting the employability of learners who are unable to be on placementt due to Covid-19. This funding was agreed to the end of January and theere has been uncertainty as to whether it will continue.

New DfE guidance for Further Education providers

The Department for Education has published revised guidance for Further Education providers. The guidance sets out what further education and skills providers in England need to know so that students of all ages can benefit from their education and training in full. It explains the actions to take to stay as safe as possible in response to the challenges of coronavirus.

Young people on or about to start the work experience placement of a supported internship, or traineeship with a disability or health condition, can apply to the Department for Work and Pensions' Access to Work fund. Young people can apply for: * funding of travel (providing assistance for additional travel costs to and from their work experience placement because of their disability); * the costs of support workers, including job coaches; and * specialist equipment for days that a young person is at the employer's premises.

Project Search has published data about participation and outcomes covering the last 3 years. The dataset shows 515 learners enrolled in 2018-19 with a 93% completion rate. 64% of learners secured paid employment.

The data shows an average wage of £8.71 compared to the National Minimum Wage of £7.70 for people under 25-years. Participation is broken down by age, ethnicity, disability and region. Outcomes are reported by business sector.

New Access to Work process for Internships and traineeships

DWP has revised the application and claims process for the use of Access to Work within Supported Internships and Traineeships. The changes are mainly due to DWP's security requirements and they now need a customer signature on the application and claims forms. Access to Work are also introducing a declaration letter that the customer must sign and return before claims are approved.

Changes to Access to Work for Supported Internships

DWP has announced future changes to the way that Access to Work applications will be handled for Supported Internships and Traineeships. We expect the changes to come into force in early September and DWP have asked that applications are not submitted before then. BASE is working alongside the Department for Education and a group of providers to advise DWP on the proposed changes. We will be posting updates when we can but DWP has released the following text:

Guidance on continued funding for Internships job coaches

We have received confirmation that DWP will continue to fund job coaches supporting interns on Supported Internships study programmes in England, Scotland and Wales. The situation will be reviewed in January 2021. We welcome this sensible decision which will ensure that job coaches will be able to be retained for when placements restart.

We have received revised guidance from the Department for Education about Supported Internships. Providers have been understandably keen on clarity about whether, and how, Supporterd Internships can continue into the next academic year.

Research into Supported Internship delivery

Cooper Gibson Research (CGR) has published a research report looking at how Supported Internships are delivered. The research, commissioned by the Department for Education (DfE), aimed to explore:

The models and approaches to delivery of supported internships available for young people with EHCPs in England.
The factors perceived to be associated with success for supported internships.
Perceived barriers to the success of supported internships, and how these may be overcome.
