The Department for Work and Pensions may soon advertise a number of opportunities and go out to tender via the Test & Learn Dynamic Purchasing System (T&L DPS). They want to warm up the market to these possible opportunities and DWP reserves the right not proceed to an invitation to tender.  The opportunities currently under consideration are in the following areas:

  • Local Supported Employment
  • Quality and accreditations (Autism support and Occupational Health)
  • Occupational Health
  • Individual Placement Support

DWP has cconfirmed the organisations that have successfully tendered to be included in the Commercial Agreement for Employment and Health-Related Services (CAEHRS). The agreement goes live on 5 October and replaces the existing Umbrella Agreement.

In total DWP received submissions from 61 organisations with a total of 171 compliant submissions across the 7 regional lots. Overall this has resulted in a total of 28 organisations being awarded a place on CAEHRS, 21 of which have multiple places and 7 have single awards. DWP is able to offer further places should they become available.

The Employment & Health Related Services Umbrella Agreement (EHRSUA) is a framework-style agreement for the provision of employment and health related services. The objective of the agreement is to provide employment and health related support services helping people who are unemployed, disabled, have a health condition or barrier to work to select, train for, obtain and retain employment. Only providers accepted onto the umbrella framework are permitted to bid for high value DWP contracts.

The New Local Government Network (NLGN) has published a document about use of the social value within procurement. The report is based on a workshop held in Birmingham in December 2016, with attendees from local authorities and the private sector. It looks at the background to including social value in procurement processes, as well as how its aims can best be achieved in practice.

The Government will fail to create a level playing field in the competition between bidders for the Work and Health programme, according to new research published by the independent think tank Reform. Bidding has started for the Work and Health Programme, which will provide back-to-work services for long term unemployed and disabled people from October 2017.

Procuring for Good - a new report published by Social Enterprise UK paints the most comprehensive picture yet about how councils in England are using the Public Services (Social Value) Act. Findings from Freedom of Information requests [1] sent to all local authorities in England show that more councils than ever are considering social value when commissioning services: 1 in 3 (33%) now routinely consider social value in their procurement and commissioning, and 1 in 4 (24%) have a social value policy.
