Commissioning

This report evaluates a scheme that provided employment support based on the Individual Placement and Support (IPS) model, alongside the Improving Access to Psychological Therapies (IAPT) programme. The pilot was 1 of 4 commissioned by the Department of Health and the Department for Work and Pensions based on recommendations in the 2014 report Psychological Wellbeing and Work: Improving Service Provision and Outcomes. It was designed to test service design, methods of tracking findings and initial effects.

This document was published by the Department for Education in June 2014 and supercedes the earlier guidance issued in October 2013. It offers guidance to colleges, supported employment providers and employers on organising supported internships. This advice is non-statutory, and has been produced to help recipients develop and offer supported internships. DWP has published the evaluation of the Right to Control initiative. Right to Control, a new rights-based approach to support and services for disabled people, was started in 2010 . It brings together a wide range of cross- government funding streams, namely Access to Work, Adult Social Care, Disabled Facilities Grants (DFGs), the Independent Living Fund (ILF), Supporting People and Work Choice, with a view to streamlining the customer experience across these funding streams.

This evaluation was commissioned at the start of the Employment Advisor (EA) pilot in 2009 and its aim was to test the proposition that the provision of integrated mental health and employment advice services would reduce the incidence of health related job loss, increase the likelihood of an earlier return to work following health related absence, and reduce the number of people accessing out of work benefits. The report shows that it did.

This report, produced by the National Development Team for Inclusion (NDTi) for the School for Social Care Research (SSCR), summarises the economic evidence around employment supports for disabled people (including those with mental health problems).
