Funding

Special needs schools and colleges are invited to apply for grants of between £15,000 and £75,000 through the Wolfson Foundation's Funding for Special Schools and Colleges grants programme. The funding is available for projects that are focused towards helping pupils to develop skills which would help them to gain employment or live independently after leaving school or college.  

The Goivernment has issued guidance to providers currently delivering ESF funded projects.

The ESFA has published the guidance and cost form for exceptional learning support for the 2019 to 2020 funding year.

Providers and employers must complete the estimated cost of exceptional learning support at the beginning of a learner’s programme and submit the completed cost form by email to exceptional.learningsupportclaims@education.gov.uk.

County Councils have warned that the costs of special educational needs (SEND) services are threatening to break their budgets. The County Councils Network (CCN) says the 36 councils it represents have seen a rise of 46% in the number of young people with Education Health and Care Plans (EHCPs).

BASE welcomes the announcement on continued funding for individuals working within protected places in supported businesses. We welcome the increased certainty around funding so that these businesses can plan more sustainably for the future and continue to develop employment opportunities for people who have a disability. 

The Secretary of State for Work and Pensions, Esther McVey, has announced increased funding to support businesses that provide extra employment support for disabled people with the greatest barriers to work.

When the Work Choice employment programme ends in March 2019, ongoing support will be offered to individuals working in Supported Businesses through specially designed new elements of the government’s Access to Work scheme.

Preparing for Adulthood has produced a quick guide to education funding for people aged 16 - 25 who have special educational needs and/or a disability.

This guide provides information on the way the Education & Skills Funding Agency (ESFA) and, in some cases, local authorities will calculate and allocate funding to institutions who provide education to young people with SEND. The guide provides a summary of the structure of the funding system and provides a quick reference guide; further information is available from the links in the document. 

As outlined in the Five Year Forward View for Mental Health and Implementing the Five Year Forward View for Mental Health, NHS England has committed to doubling access to Individual Placement and Support (IPS) services nationally by 2020/21, enabling approximately 20,000 people who experience a severe mental illness (SMI) to find and retain employment.

Gloucestershire CC has published an independent cost:Benefit analysis of its employment service. The report was authored by Mark Kilsby, Julie Allan and Steve Beyer and looked at activity between 1 April 2013 and 30 November 2014. During this period they found that: • 91 beneficiaries with learning disabilities were supported in paid work over the period; • 75 paid jobs were obtained over the period at a rate of 3.75 jobs per month; • 11 people left their jobs over the period; • 81 people with learning disabilities were in work at November 30th 2014.
